Microsoft states its mission as to "empower every person and every organization on the planet to achieve more".11

Within its language model activity, the Phi family began with phi-1, a language model for code introduced in June 2023.5, 8, 9

Microsoft Research released Phi-2 in December 2023.5

The phi-3 technical report of April 2024 introduced phi-3-mini, a model with 3.8 billion parameters trained on 3.3 trillion tokens.12

The same report also describes the phi-3.5 series, which includes phi-3.5-mini, phi-3.5-MoE and phi-3.5-Vision.12

Phi-4, a 14-billion parameter model developed with a training recipe centered on data quality, was presented in a technical report in December 2024.13

In March 2026 Microsoft Research announced Phi-4-reasoning-vision-15B, an open-weight multimodal reasoning model with 15 billion parameters.4

The Phi models reviewed are published with open weights and list the MIT license on their model cards.2, 3, 4

For models deployed through the Azure AI Foundry model catalog, prompts and outputs are processed within the geography chosen at deployment.1, 10
